Tourism Boom: India Set for $59 Billion Growth

India’s tourism industry is expected to soar to $59 billion by 2028, driven by a booming middle class, improved infrastructure, and rising foreign arrivals.

Tourism

India’s tourism sector is entering a golden era, projected to soar to 59 billion USD by 2028 (approximately INR 5,12,356 crore). This growth is not just fueled by international visitors but significantly driven by India’s rapidly expanding domestic travel industry. According to projections, foreign tourist arrivals (FTAs) will reach 30.5 million by 2028, but the real catalyst lies within the domestic market, where trips are expected to double by 2030.

The rise is attributed to three main factors: enhanced connectivity, rising disposable incomes, and a growing appetite for cultural and luxury travel. These forces are positioning India as one of the fastest-growing tourism markets in Asia.

Domestic Tourism: The Heart of India’s Travel Boom

Domestic travel remains the backbone of the country’s tourism economy. In 2024, Indians are expected to make 2.5 billion trips, a figure projected to rise to 5.2 billion by 2030, registering an impressive annual growth rate of 13.4 percent. Spending by domestic tourists has increased from 152.88 billion USD in 2019 to 175.68 billion USD in 2023, and this is forecasted to hit 407.4 billion USD by 2034.

A critical driver is improved infrastructure, especially in air, road, and rail connectivity. Domestic air traffic alone is expected to more than double, reaching 693 million passengers by FY30, up from 307 million in FY24. The growth of budget airlines has made air travel more accessible for India’s vast middle class, fueling short-haul leisure trips and religious tourism.

Foreign Tourist Arrivals Rebound Strongly

While domestic tourism dominates, foreign tourist arrivals (FTAs) are witnessing a resurgence. In 2023, FTAs reached 18.89 million, surpassing the pre-pandemic peak of 17.91 million in 2019. International travelers are being drawn by India’s unique mix of culture, history, and luxury wellness retreats.

Destinations such as Ayurveda resorts, yoga spas, and royal palace stays have become globally recognized, positioning India as an affordable yet luxurious alternative to Europe. Wellness tourism, in particular, is emerging as a key pillar of India’s appeal, catering to travelers from South Asia, North America, and Western Europe.

Regional Hotspots: States Leading Tourism Growth

Tourism growth is unevenly distributed across India, with Uttar Pradesh and Tamil Nadu leading in domestic visitors. Uttar Pradesh recorded 478.53 million visits in 2023, thanks to its cultural and spiritual hubs like Varanasi, Ayodhya, and Agra. Tamil Nadu followed with 286.01 million visits, driven by its temples, beaches, and heritage sites.

For foreign arrivals, Maharashtra and Gujarat take the lead. Maharashtra attracted 3.39 million international visitors in 2023, thanks to Mumbai’s global connectivity and heritage attractions like Ajanta and Ellora. Gujarat followed closely with 2.81 million foreign visitors, boosted by cultural festivals, archaeological wonders, and business tourism.

Infrastructure Investments Fueling Accessibility

India’s tourism potential is being unlocked through large-scale investments in connectivity and infrastructure. Expanded airports, modernized railways, and upgraded highways are making travel more efficient. Regional airports in tier-2 and tier-3 cities are also opening up lesser-known destinations, reducing dependence on metro hubs.

The government’s infrastructure push under schemes like UDAN (Ude Desh ka Aam Nagrik) is bridging the gap between rural attractions and urban travelers, making tourism inclusive and accessible.

Luxury and Cultural Tourism on the Rise

Luxury and cultural tourism are powerful magnets for foreign visitors. Leisure travel accounts for 46.2 percent of FTAs, while visits by the Indian diaspora contribute 26.9 percent, and business travel stands at 10.3 percent.

Luxury wellness travel—encompassing yoga, Ayurveda, meditation, and holistic spa treatments—is growing rapidly, particularly among Western tourists seeking authentic yet affordable wellness experiences. Meanwhile, cultural festivals, palace stays, and religious circuits are becoming signature draws for global tourists.

India’s Travel Market Outlook

India’s overall travel market—combining domestic and international tourism—is forecasted to expand from 75 billion USD in FY20 to 125 billion USD by FY27. This trajectory firmly establishes India as a rising global tourism hub.

By 2028, India will host over 30.5 million international tourists while domestic travel numbers continue their exponential rise. From cultural heritage to wellness retreats and modern luxury, India is ready to meet the expectations of travelers across demographics.

The Road Ahead

India’s tourism future is bright. Strong government policies, rapid infrastructure expansion, and rising middle-class spending power are creating an ecosystem where tourism will thrive. The sector’s growth will not only enhance India’s image as a global travel destination but also provide significant contributions to employment, entrepreneurship, and the national economy.

With a perfect balance of heritage, nature, luxury, and wellness, India stands ready to redefine global travel trends by 2028 and beyond.
