Jamaica’s tourism industry is on track for a promising rebound in 2025, bolstered by improved travel advisories from the United States and a noticeable decline in national crime rates. Speaking at the Jamaica Hotel and Tourist Association (JHTA) Awards Luncheon on June 28, 2025, held at the Dreams Rose Hall Resort and Spa in Montego Bay, Minister of Tourism Hon. Edmund Bartlett painted an optimistic picture for the months ahead.

“Jamaica’s tourism industry remains on a strong trajectory,” Minister Bartlett said. “The outlook for 2025 is highly optimistic, bolstered by significant reductions in crime and the recent favourable shift in the United States government’s travel advisory. These factors are creating a more welcoming environment for our visitors and partners.”

Visitor Arrival Trends Signal Resilience

Between January and June 25, 2025, Jamaica welcomed approximately 1.39 million stopover visitors—reflecting only a modest 1% decline compared to the same period in 2024. Encouragingly, the early part of June 2025 recorded a 1.5% uptick in arrivals year-over-year, with 210,011 visitors reported.

“We are encouraged by the recent uptick in arrivals. This demonstrates the resilience of our tourism industry and the effectiveness of our strategic marketing efforts,” added Bartlett.

Tourism Strategy Emphasizes Global Diversification

The Minister also revealed a strategic roadmap aimed at further elevating Jamaica’s global tourism footprint. This includes enhancing the visitor experience, expanding sustainable offerings, empowering industry stakeholders, and intensifying marketing in emerging global markets.

While the United States remains Jamaica’s largest source market, Bartlett emphasized the need to diversify: “Diversification remains at the core of our strategy,” he stated. “We are expanding our reach into Latin America, Asia-Pacific, and the Middle East—regions that hold enormous untapped potential.”

This strategy has already begun to bear fruit. Despite a 4.1% decline in U.S. arrivals in 2024—largely due to economic uncertainties and the presidential election cycle—Jamaica’s tourism sector demonstrated adaptability by leaning into other markets.

European arrivals surged by 9.1%, while Canada delivered a solid 6.2% increase. These gains were largely driven by targeted marketing campaigns and expanded airlift capacity designed to improve accessibility and stimulate demand.

Even more impressively, intra-Caribbean and Latin American markets outperformed projections, recording year-over-year growth of 25.1% and 13.2%, respectively. These numbers further strengthen Jamaica’s position as a regional tourism leader in the Caribbean basin.

Tapping into India and China for the Next Wave

Among the new frontier markets, India and China are receiving special attention. India, forecasted to become the world’s third-largest economy within five years, is expected to have a middle class surpassing 100 million people—many of whom are increasingly seeking outbound travel experiences.

Meanwhile, China continues to reassert itself as one of the world’s largest outbound tourism markets. Post-pandemic recovery in Chinese travel has been brisk, and Jamaica is looking to leverage this resurgence by forging strategic airline and hospitality partnerships.

“Expanding into these high-growth markets aligns with our vision of transforming Jamaica into a truly global destination,” Minister Bartlett said. “By fostering international collaborations and upgrading our tourism offerings, we aim to attract a more diverse mix of visitors and achieve long-term resilience.”

Strengthening Jamaica’s Position as a Premium Destination

To support this global push, Jamaica’s Ministry of Tourism is actively pursuing new public-private partnerships and destination development initiatives that will enhance the country’s global image. Efforts include expanding hotel infrastructure, investing in cultural and heritage tourism, and promoting green tourism practices.

These developments are being reinforced by international recognition of Jamaica’s safety improvements. According to the most recent data from the Jamaica Constabulary Force, serious crimes on the island have decreased significantly in the past 12 months—a key contributor to the U.S. Department of State updating its travel advisory, now offering a more favorable view of Jamaica’s safety environment.

Minister Bartlett reiterated that such achievements are not just about statistics but about rebuilding international confidence in the Jamaican brand. “The reduction in crime and the updated U.S. travel advisory reflect our broader national commitment to creating a secure, world-class destination for every visitor.”

With global travel steadily recovering and consumer demand surging in non-traditional markets, Jamaica is positioning itself not just for recovery—but for expansion. The combined impact of strategic international engagement, targeted airlift development, and a renewed focus on visitor experience may well see Jamaica set new records in 2025.
