Dominican Republic Cruise Tourism Hits New Milestone with Over 1.6 Million Visitors in Early 2025

The Dominican Republic’s cruise tourism industry has reached an extraordinary milestone in 2025, attracting more than 1.63 million cruise passengers in just the first six months of the year. This marks a record-setting achievement and underlines the Caribbean nation’s rising prominence as a global cruise destination. With major port expansions and new infrastructure, the country is now a key player in the region’s tourism economy.

According to official figures released by the Dominican Ministry of Tourism, this represents a dramatic increase of over 208% compared to 2015 figures, when the sector was still in its early stages. The growth is largely attributed to strategic investments in new ports, enhanced visitor experiences, and aggressive partnerships with leading international cruise lines.


Puerto Plata: The Crown Jewel of Dominican Cruise Ports

Leading this maritime boom is Puerto Plata, located on the northern coast, which has solidified its status as the Dominican Republic’s primary cruise tourism hub. The city is home to Amber Cove and Taino Bay, two of the busiest and most modern cruise terminals in the Caribbean.

Amber Cove, operated by Carnival Corporation, welcomed over 641,000 passengers in the first half of 2025 alone. Since its inauguration in 2015, Amber Cove has surpassed expectations, drawing more than 1.2 million visitors in 2024 and becoming a favorite stop for North American cruise itineraries.

Taino Bay, opened in 2021 and managed by ITM Group, has seen explosive growth as well. In the same six-month period, it processed over 646,000 cruise passengers across 189 arrivals, overtaking Amber Cove in total passenger traffic. This makes Puerto Plata responsible for nearly 80% of all cruise arrivals in the Dominican Republic.


Cabo Rojo in Pedernales: The New Star in the South

While Puerto Plata remains dominant, the southern region of Pedernales is fast emerging as a tourism powerhouse thanks to the development of Cabo Rojo Port. Opened in early 2024, Cabo Rojo saw an astounding 332% year-on-year increase in passenger arrivals—rising from 11,626 to over 50,261 visitors in just the first half of 2025.

Government projections indicate Cabo Rojo could attract up to 150,000 cruise passengers by the end of 2025. The port is part of a broader $3.8 billion regional tourism investment project aimed at transforming Pedernales into a sustainable ecotourism destination, as promoted by the Dominican government and ProPedernales, a state-backed tourism development agency.


La Romana: A Steady Force in a Changing Landscape

Situated on the country’s southeastern coast, La Romana remains a vital port despite newer ports taking center stage. In early 2025, La Romana welcomed 203,287 cruise tourists, accounting for 12% of the national total. Known for its all-inclusive resorts and historical attractions, the port still enjoys a stable flow of visitors, especially from European and Mediterranean cruise lines.

With ongoing plans to expand cruise itineraries and modernize port facilities, La Romana is expected to remain a key contributor to the nation’s cruise tourism portfolio.


A Decade of Record-Breaking Growth

The Dominican Republic’s cruise tourism evolution has been nothing short of transformative. From fewer than 550,000 passengers in 2015 to more than 1.6 million in just six months of 2025, the sector has grown over fivefold in under a decade. This rapid expansion is credited to:

  • Significant port infrastructure investments
  • Strategic partnerships with cruise operators like Carnival, Royal Caribbean, MSC Cruises, and Norwegian
  • Enhanced visitor services and shore excursions
  • Consistent government support through initiatives by the Ministry of Tourism (MITUR) and CEPM for sustainable tourism energy

Tourism Minister David Collado emphasized that cruise arrivals contribute directly to job creation, small business support, and increased national revenue. “We are committed to ensuring that every cruise passenger enjoys a safe, high-quality experience while contributing positively to the Dominican economy,” he said at a recent industry summit.


Outlook: Bright Horizons for Dominican Cruise Tourism

As the Dominican Republic continues to scale its cruise tourism strategy, industry forecasts remain highly optimistic. New destination developments, such as proposed eco-marinas and luxury cruise resorts in Samaná and Barahona, are already in planning phases. Meanwhile, major cruise operators are reportedly increasing their Dominican itineraries due to high demand and positive passenger feedback.

The surge in cruise traffic is also prompting environmental safeguards. Government entities are working with UNDP and IDB Invest to implement sustainable port operations, waste management systems, and marine conservation protocols.

By the end of 2025, the country is on track to surpass 3 million cruise passenger arrivals, solidifying its position as one of the Caribbean’s premier cruise destinations.
