Key government players, including the Ministry of Finance and Public Credit (SHCP) and the National Migration Institute (INM), have joined forces with the Florida-Caribbean Cruise Association (FCCA) to implement strategies aimed at showcasing Mexico’s rich cultural heritage and boosting local economies.

Under the agreement, cruise companies will significantly expand their onboard offerings of Mexican-made products. This initiative spans from souvenirs and artisan crafts to culinary experiences featuring authentic Mexican cuisine. By highlighting Mexico’s vibrant folk art, quality craftsmanship, and diverse culinary heritage aboard ships and in ports, the initiative aims to raise global awareness and demand for local goods, directly benefiting Mexican artisans, producers, and small businesses.

Additionally, cruise lines operating in Mexican waters have pledged greater support for Mexico’s economic initiatives through adherence to the Non-Resident Tax (DNR). As of July 1, 2025, cruise companies have committed to collecting and remitting this tax to Mexican authorities. This policy, officially published in the Official Gazette of the Federation on December 31, 2024, aims to mitigate the financial impact on tourists visiting Mexico by sea. The phased introduction of this incentive through 2030 is designed to smoothly transition passengers into the new tax environment, encouraging sustained cruise tourism growth.
