APECO Reopens Tourism Properties in Casiguran, Aurora to Boost Sustainable Growth in Northern Philippines

APECO reopens renovated Residences, Villas, and Kubo in Casiguran, Aurora, boosting tourism, sustainable income, and local economic opportunities.

Casiguran

Casiguran, Aurora, Philippines – In a major effort to strengthen sustainable tourism and economic development in Northern Aurora, the Aurora Pacific Economic Zone and Freeport Authority (APECO) is set to reopen its upgraded tourism facilities in October 2025. Strategically located along the Dinalungan-Casiguran-Dilasag (DiCaDi) corridor, these newly refurbished properties are expected to attract both local and international travelers, creating new income streams for the ecozone and uplifting nearby communities.

Transforming Tourism Infrastructure

The tourism facilities have undergone a major rehabilitation to meet modern standards while highlighting the natural beauty of Casiguran. The reopened accommodations include:

  • APECO Residences – a 20-room hotel designed for comfort and convenience, ideal for tourists and business travelers alike.
  • Executive Villas – seven spacious, two-bedroom villas offering a private and exclusive retreat for families and groups.
  • Executive Kubo – a three-bedroom nipa-hut-inspired dwelling overlooking the majestic Sierra Madre mountain range and the serene Casiguran Cove.

This P44-million rehabilitation project also added new amenities such as three additional control points, landscaped green areas featuring native plants, and scenic walkways that connect key areas of the property, offering guests a refreshing eco-friendly environment.

Economic Impact and Sustainable Revenue

APECO President and CEO Atty. Gil G. Taway IV highlighted that the revamped properties are projected to generate sustainable revenue that will help cover the agency’s annual personnel services budget of P57 million within three to five years. By achieving full occupancy, the ecozone expects to create a steady income flow to support daily operations and reinvest in further development projects without relying heavily on government subsidies.

“The newly renovated tourism properties inside the ecozone will not only serve our visitors but also create job opportunities and economic growth for the local communities,” Taway emphasized. “This project will strengthen Aurora’s standing as a key destination in the Pacific corridor.”

Supporting National Tourism Initiatives

This reopening aligns with the administration’s vision of positioning tourism as a primary driver of economic growth. President Ferdinand R. Marcos Jr., during his recent visit to Baler, Aurora, underscored the importance of revitalizing the tourism sector, particularly in regions affected by natural calamities. The initiative supports the government’s “Bukas na May Pag-asa Para sa Turismo” program, aimed at stimulating local economies while promoting sustainable tourism.

Improved Accessibility and Future Expansion

Travel accessibility to Casiguran is also improving significantly. APECO has expanded its airstrip to accommodate chartered flights and is actively working towards securing a Permit to Operate for commercial flights by the end of the year. This will make travel to Aurora more convenient for tourists, investors, and stakeholders, thereby boosting visitor arrivals and tourism-related activities.

Looking forward, APECO is also converting its former JPEC Buildings into the new APECO Legacy Villas. This expansion, funded with P20 million in savings from the 2024 budget, reflects the agency’s dedication to continuous infrastructure improvement to meet the growing demands of the tourism market.

Ripple Effects on Local Communities

The reopening of these properties is expected to create a positive economic ripple effect across the northern municipalities of Aurora. Local businesses—such as eateries, transport services, and souvenir shops—are anticipating an increase in demand as visitor numbers rise. Small and medium enterprises in the DiCaDi corridor stand to benefit, further supporting local employment and entrepreneurship.

In addition, partnerships between APECO and local government units are being strengthened to ensure that the development benefits are shared by host communities, ensuring inclusive and sustainable growth.

Highlighting Aurora’s Attractions

Northern Aurora offers a unique blend of natural and cultural attractions that will appeal to a wide range of travelers. Tourists visiting the region can explore pristine destinations such as Casapsapan Beach, Tibu Tidal Pool, Motiong Beach, and Dalugan Beach for swimming, snorkeling, and relaxation. Adventure seekers can hike to Dialang Falls or visit the iconic Ontok Lighthouse for panoramic coastal views.

For history enthusiasts, the centuries-old Ermita Church, standing for more than 400 years, remains a significant landmark, showcasing the rich cultural and spiritual heritage of the Casiguran community.

A Vision for a Sustainable Eco-Zone

Established under Republic Act No. 9490 and amended by Republic Act No. 10083, APECO is mandated to manage approximately 13,000 hectares of land in Casiguran. Its mission is to create a self-sustaining economic zone that integrates industrial, commercial, and tourism activities. By leveraging the region’s unspoiled natural environment and strategic location along the Pacific coastline, APECO envisions a model for eco-tourism and sustainable development that benefits both the local population and the national economy.
