Global Partnerships: China Exporting Expertise and Innovation
China is not only building at home but also exporting high-speed rail technology abroad. The China-Laos Railway, linking Kunming to Vientiane, and Indonesia’s Jakarta–Bandung high-speed line are already showing strong results in cross-border travel efficiency and carbon savings.
China has cooperation agreements with over 40 countries and regions, offering design, engineering, and operational expertise for railway development. These collaborations reflect Beijing’s broader Belt and Road Initiative, with rail infrastructure serving as a key component for sustainable regional connectivity.
“China’s model proves that large-scale green infrastructure is achievable,” said Ulan Kulov, Deputy General Manager of the China-Kyrgyzstan-Uzbekistan Railway Co.

As nations prepare to update their Nationally Determined Contributions (NDCs) under the Paris Agreement, high-speed rail is expected to become a centerpiece of green infrastructure planning. With the 2025 United Nations Climate Change Conference (COP30) on the horizon, the timing is critical.
The World Bank and the International Energy Agency (IEA) have also identified rail electrification and modal shifts to train travel as essential to achieving net-zero emissions in the transport sector by 2050.
