NSW to Offer 48 Hours of Free Train Travel as Government Secures Landmark Rail Deal

NSW commuters to enjoy 48 hours of free train travel on July 31 and August 1, 2025, as the government celebrates a landmark rail deal with transport unions.

New South Wales commuters are set to enjoy 48 hours of fare-free train travel from Thursday, July 31 to Friday, August 1, 2025, as the Minns Government marks the finalisation of a major Enterprise Agreement with rail workers. This goodwill gesture, covering Sydney Trains, NSW TrainLink, and the Sydney Metro, aims to restore public confidence following months of service disruptions caused by industrial disputes.

Transport services across Greater Sydney and regional corridors—including the Blue Mountains, Hunter, Central Coast, and South Coast—will all be included in the fare-free initiative. Passengers will not need to tap on or off using Opal cards, and any pre-purchased NSW TrainLink fares during the period will be fully refunded.


A Turning Point in Rail Relations

The announcement follows an overwhelming vote of support from more than 11,700 rail employees, with 92% backing the new Enterprise Agreement. The deal concludes a prolonged period of industrial unrest that saw rolling strikes, service delays, and heightened tensions between the NSW Government and the Rail, Tram and Bus Union (RTBU).

“This is a turning point for public transport in New South Wales,” said Transport Minister John Graham. “The 48-hour fare-free travel is not only a celebration of a successful agreement but a thank you to the public and businesses who endured the challenges of recent months.”

The agreement includes improved working conditions, better pay structures, and a joint commitment to service improvement—addressing one of the most protracted public transport industrial disputes in recent memory.


Boost for Local Businesses and Tourism Recovery

Beyond commuters, the free travel days are expected to stimulate local tourism and business activity across Sydney and regional areas. Graham emphasized that hospitality venues, especially those near major transport hubs, suffered during strike periods and stand to benefit from the expected increase in foot traffic.

“This is a shot in the arm for local businesses,” he noted. “We’re encouraging people to explore, shop local, and dine out—whether that’s in suburban Sydney or regional town centres like Bathurst, Nowra, or Wagga Wagga.”

Tourism operators in areas connected via NSW TrainLink services—including the Blue Mountains, Southern Highlands, and Hunter Valley—have welcomed the initiative, anticipating a midweek boost in bookings and visitor footfall.


Simplified Access and Refunds for Prepaid Passengers

To make travel easier during the fare-free window, no Opal tap-on or tap-off will be required, and all ticket gates will remain open. Passengers who pre-booked NSW TrainLink journeys during this timeframe will automatically receive refunds through the usual channels.

The fare-free offer includes:

  • Sydney Trains network
  • NSW TrainLink Intercity and regional services
  • Sydney Metro
  • Airport Link stations

Matt Longland, CEO of Sydney Trains, said the initiative was a “win for staff and passengers alike,” reinforcing the system’s new focus on consistent, dependable service.

“With the industrial dispute resolved, we can now concentrate fully on safety, reliability, and the customer experience,” Longland stated.


Relief for Regional and Rural Communities

The impact of rail disruptions was felt especially hard in regional NSW, where public transport is a lifeline for medical access, education, and regional tourism. Minister for Regional Transport Jenny Aitchison highlighted the role the free travel days will play in rebuilding trust and utility in the regional network.

“Regional passengers endured months of unpredictable service,” Aitchison said. “These fare-free days are about making a statement: that reliable, fair, and accessible transport matters in every corner of NSW.”

Regional towns such as Dubbo, Goulburn, Armidale, and Griffith stand to gain from increased intra-state travel, particularly for tourism-related purposes.


Rail Workforce Unity Signals Future Improvements

The resounding support from workers for the new Enterprise Agreement demonstrates a newfound unity within the rail sector. The government has committed to investing in infrastructure upgrades, rolling stock maintenance, and real-time response capabilities.

The deal addresses wage progression, training pipelines, and improved rostering, all intended to boost performance and workforce morale. The RTBU has also committed to suspending all industrial action for the life of the agreement.

The Australian Rail Track Corporation (ARTC) has also signaled future collaboration with Transport for NSW to expedite track and signal upgrades, particularly along major freight and passenger routes.

Following this milestone, the government plans to launch a multi-year transport investment strategy focused on regional network resilience, urban congestion reduction, and enhanced digital ticketing. Additional initiatives expected to roll out later in 2025 include:

  • Trial of low-emission hybrid trains on selected intercity routes
