Canada Expands Travel Advisory to Mexico, France, Italy and Others Over Visa Hurdles & Gender “X” Travel Risks

Canada issues new travel advisory for Mexico, France, Italy and more due to visa issues and non-binary “X” identifier risks. Read safety and travel tips.

Travel Advisory

Canada has expanded its travel advisory to include popular destinations such as Mexico, France, Italy, Brazil, Bolivia, China, and several others. The alert underscores rising concerns over visa restrictions and how some countries may handle the “X” gender identifier in passports. Canadian travelers to these countries should expect possible entry delays, questioning, or additional requirements.

Mexico: Rising Risk and Regional Warnings

Mexico, long a beach and cultural favorite, now appears on Canada’s advisory list. Certain regions are now deemed high risk, especially states such as Chiapas, Guerrero, Michoacán, Colima, and parts of Chihuahua. Travelers are urged to exercise a high degree of caution in these areas and avoid non-essential travel to remote zones.

In many urban and tourist centers, crime such as theft, armed robbery, and kidnappings have become more frequent. Road travel at night is strongly discouraged. While places like Cancun or Mexico City remain relatively safer, visitors must stay alert, especially in crowded transport hubs.

North and border areas, including the Mexico–US and Mexico–Guatemala frontiers, also face tensions and illegal checkpoints; travelers have reported clashes between crime groups and law enforcement.

The Gender “X” Passport Challenge

The advisory also warns travelers with passports marked “X” (a designation for non-binary or gender-neutral identity) of possible trouble. Many countries still enforce binary gender categories in their systems. Some border agents may refuse to accept “X” or demand the traveler provide male (M) or female (F) as part of entry or visa processing.

This issue has already surfaced in Canada’s guidance for travel to the United States, where authorities may ask travelers to pick M or F even if their passport carries X. Canada does not guarantee that other nations will recognize the “X” marker. Travelers should:

  • Check entry rules of destination and transit countries in advance.
  • Carry documentation or proof to explain identity, if needed.
  • Expect potential questioning or scrutiny at immigration checkpoints.

Other Nations Under Scrutiny

France faces risks of terrorism and petty crime. Authorities remain vigilant with high alert levels in urban areas. Travelers in Paris and other cities should beware of pickpockets, especially on public transport and tourist spots.

Italy sees concerns of terrorism and widespread scams. In Rome, Venice, Florence, and other touristic hubs, pickpocketing is common, and travelers must remain alert in crowded areas.

Brazil has elevated rates of violent crime in large cities like Rio de Janeiro and São Paulo. Tourists may be targeted in beach zones, favelas, transit areas, or nightlife districts.

Bolivia bears repeated social unrest. Strikes, protests, and blockades disrupt transport and essential services. In cities like La Paz and Santa Cruz, petty theft and street crime prevail.

China raises caution due to rigid enforcement of local laws in regions like Tibet or Xinjiang. Arbitrary detention is a risk. In dense tourist zones, petty scams and pickpocketing occur.

Tips to Stay Safe Abroad

  1. Stay updated. Monitor local and international news for protests or security alerts.
  2. Use verified transport. Prefer official taxis or booking apps versus hailing on the street.
  3. Conceal valuables. Avoid flashy devices or jewelry in public.
  4. Limit night travel. Especially on rural roads or unsafe zones.
  5. Keep legal help ready. Know where your embassy or consulate is located.
  6. Travel light. Carry minimal documents and only essentials.
  7. Plan ahead. For travelers with “X” passports, call ahead to embassies to clarify policies.

Canada’s widened travel advisory underlines that modern global travel faces new challenges. Beyond crime and unrest, evolving norms around identity and passport recognition are creating complications. By staying informed, choosing safe routes, and preparing for extra checks at borders, Canadian tourists can better navigate these risks. Always prioritize safety, verify local rules, and remain alert when venturing abroad in 2025.
