Alongside the flight increase, HK Express signed a two-year Memorandum of Understanding (MoU) with Penang Global Tourism on 27 October 2025. The partnership focuses on joint marketing, schedule optimisation, and enhancing the passenger experience.
It also introduces an “Intermodal Pass” initiative to link Hong Kong and the Greater Bay Area with Penang via sea–land–air travel. Through the pass, travellers from cities like Shenzhen, Zhuhai and Dongguan can connect seamlessly into HK Express flights to Penang.
