The Union Territory of Jammu and Kashmir (J&K) has unveiled a transformative hydropower policy aimed at leveraging its vast untapped hydroelectric potential, fostering private investment, and promoting eco-tourism in its pristine Himalayan landscape. The new policy, aligning with India’s national renewable energy goals, is expected to play a pivotal role in bridging the region’s power deficit while positioning J&K as a key contributor to India’s green energy future.

According to official estimates, Jammu and Kashmir possesses a hydropower generation potential of approximately 18,000 MW, of which only a fraction has been harnessed. The J&K Hydropower Policy 2025, a successor to the 2011 framework, removes long-standing restrictions, simplifies investment procedures, and integrates eco-friendly tourism development.

The state will also receive 12% free power for 40 years from smaller projects and tiered free power benefits for larger installations up to 100 MW over a 10-year period.

While the elimination of water usage charges—once a key revenue stream—is seen as a short-term financial trade-off, officials believe the long-term economic uplift from increased investment and reduced power shortages will offset initial losses. The Jammu and Kashmir Water Resources Regulatory Authority continues to monitor and report potential risks to fiscal stability.

The policy emphasizes strict environmental safeguards. It discourages construction on fertile agricultural land, promotes minimal displacement, and mandates environmental impact assessments (EIAs) for all projects. Run-of-river schemes and other low-impact hydropower solutions are prioritized.

Activities such as kayaking, rafting, birdwatching, and guided tours of hydro facilities are being envisioned. These offerings not only create alternative tourism circuits beyond the traditional Gulmarg or Pahalgam attractions but also raise awareness about renewable energy and water conservation.
