Cambodia’s Ministry of Tourism and ACLEDA Bank Plc. have signed a memorandum of understanding to introduce electronic payment services for collecting fees linked to tourism public services.
The agreement will enable the ministry to use ACLEDA Bank’s digital payment infrastructure, creating faster and more convenient transactions for tourism businesses and other users of government services.
The partnership also supports Cambodia’s wider digital transformation programme. It aims to reduce dependence on conventional payment procedures while improving efficiency, financial management and transparency across tourism administration.
Minister of Tourism H.E. Huot Hak presided over the signing ceremony. H.E. Song Tonghap, Secretary of State at the Ministry of Tourism, represented the ministry, while ACLEDA Bank was represented by President and Group Managing Director Dr. In Channy.
Electronic Payments Modernise Fee Collection
Under the agreement, tourism-related public service fees will be collected through ACLEDA Bank’s electronic payment solutions.
The system is expected to simplify transactions by allowing users to complete payments digitally instead of relying entirely on cash or time-consuming manual processes.
Digital collection can also create clearer transaction records and improve the monitoring of public service payments. This may help government departments process applications more efficiently while giving tourism operators greater certainty when completing administrative requirements.
For businesses, easier payments can reduce delays linked to licences, registrations and other ministry services. Faster administrative procedures can also support hotels, travel agencies, restaurants, guides and tourism-related enterprises as they manage their operations.
Public-Private Cooperation Supports Tourism
The memorandum highlights the importance of cooperation between government agencies and private financial institutions.
Cambodia’s tourism sector includes businesses of different sizes operating across Phnom Penh, Siem Reap, coastal destinations, ecotourism communities and rural areas. Digital financial services can help connect these businesses with government systems more effectively.
ACLEDA Bank has an extensive presence in Cambodia and provides mobile banking, QR payments, electronic commerce services and other digital financial tools.
Combining this financial infrastructure with the Ministry of Tourism’s public services could improve accessibility for businesses beyond major urban centres.
The partnership therefore represents more than a payment agreement. It establishes a foundation for continued cooperation on tourism development, technology adoption and destination promotion.
Transparency Strengthens Tourism Administration
Electronic payments can improve transparency by producing digital records for individual transactions.
These records may reduce administrative errors and make it easier for tourism businesses to confirm that required fees have been paid. They can also support more accurate financial reporting within public institutions.
Secure digital processes are particularly important as Cambodia works to modernise government services and strengthen confidence among businesses and investors.
Tourism operators increasingly expect public services to provide the same level of speed and convenience available through commercial digital platforms.
By introducing e-payment options, the ministry can create a more responsive administrative environment while supporting Cambodia’s transition toward a digital economy.
ACLEDA Supports Tourism Development
During the ceremony, the Ministry of Tourism recognised ACLEDA Bank’s contribution to Cambodia’s financial sector and broader economic development.
The bank has expanded access to electronic payments and other modern financial services across the country. It has also supported tourism promotion programmes and major national events.
These activities have included cooperation connected with the River Festival, Sea Festival and other initiatives designed to showcase Cambodia’s destinations, culture and local products.
Financial institutions can play an important role in tourism by enabling secure payments, supporting businesses and sponsoring events that attract visitors.
ACLEDA Bank’s continued involvement creates opportunities to connect tourism promotion with practical digital services for operators and travelers.
Partnership Supports International Events
The Ministry of Tourism has encouraged ACLEDA Bank to continue supporting important national and international events hosted in Cambodia.
These include preparations connected with the 20th Francophonie Summit and Francophonie Village, which are expected to bring international delegates and wider attention to the country.
Major events can help Cambodia showcase Khmer culture, traditional cuisine, locally produced goods and tourism attractions to overseas audiences.
Efficient digital services will be important as businesses, organisers and public agencies prepare for increased activity surrounding such gatherings.
Modern payment systems can also contribute to a smoother experience for participants using accommodation, transportation, restaurants and tourism services.
Digital Payments Improve Visitor Convenience
Although the agreement primarily concerns public service fee collection, it reflects a wider move toward cashless tourism across Cambodia.
Digital payment options are already becoming more visible in hotels, restaurants, retail businesses and visitor attractions. QR-based services can make transactions easier for domestic travelers and international tourists.
Cambodia has also developed cross-border payment connections that allow visitors from selected markets to use familiar mobile wallets at participating merchants.
These developments help reduce payment barriers while making tourism spending more convenient and secure.
As digital adoption expands, small tourism businesses could gain better access to customers who prefer mobile and cashless transactions.
Cambodia Builds a Smarter Tourism Economy
The agreement between the Ministry of Tourism and ACLEDA Bank marks another step in Cambodia’s efforts to create a modern and competitive tourism industry.
Faster fee collection can improve government service delivery, while transparent digital records can strengthen confidence among tourism operators.
The partnership also demonstrates how financial technology can support destination management, business development and international tourism promotion.
As Cambodia welcomes more visitors and hosts major global events, efficient digital infrastructure will become increasingly important.
By combining public-sector planning with private-sector technology, Cambodia is building a tourism environment that is more accessible, transparent and prepared for future growth.
